Prime Minister Stephen Harper today issued the following statement to mark the
sixth anniversary of the Red Friday Campaign in Canada:&lt;/span&gt;&lt;span style="font-family:Arial, sans-serif;font-size:12pt;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;br /&gt;&lt;img align="right" alt="support_banner1.jpg" height="336" hspace="12" style="width:170px;height:336px;" title="support_banner1.jpg" width="170" /&gt;&lt;span style="font-size:12pt;font-family:Arial, sans-serif;"&gt;&amp;ldquo;Six years ago today, Lisa Miller
and Karen Boire launched the Red Friday movement in Canada with a rally on
Parliament Hill.&amp;nbsp; This grassroots initiative &amp;ndash; which encourages Canadians
to wear red on Fridays as a tribute to members of the Canadian Armed Forces &amp;ndash;
is a simple yet effective way for us to show our support to those who risk
their lives so that we can live in peace and security.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Since the launch of the campaign, wearing red has become a central theme in
numerous events, celebrations and rallies supporting our troops across Canada.
It has also become a meaningful expression of our admiration and gratitude for
those who protect our freedom and security.&lt;br /&gt;

Burchnall has devoted countless hours to helping and honouring Veterans. He has
made a real and lasting difference in the lives of his comrades in Ponoka,&amp;rdquo;
said Minister Blaney. &amp;ldquo;Our Government is proud to recognize Mr. Burchnall&amp;rsquo;s
dedication to his fellow Veterans and their families. His extraordinary efforts
in commemorating Veterans and assisting them and their families make Mr.
Burchnall a deserving recipient of the Minister of Veterans Affairs
Commendation.&amp;rdquo;&lt;/span&gt;&lt;/p&gt;

community of Ponoka and, in fact, many Albertans have benefited from the
service and contribution of Walter Burchnall,&amp;rdquo; said Mr. Calkins. &amp;ldquo;As a pilot in
Burma who bravely served during the Second World War and as an active and
dedicated volunteer in his community following the war, Mr. Burchnall has
demonstrated his commitment to both his country and his community. He is truly
deserving of this honour.&amp;rdquo;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;Mr.
Burchnall is a Second World War Veteran who served with the Royal Canadian Air
Force. He has held almost every executive position in his Royal Canadian Legion
branch, including president. As a branch service officer, Mr. Burchnall
assisted Veterans and their dependants in&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;applying
for benefits and services, helped families of Veterans with funeral
arrangements, performed countless Legion tributes at funeral services and acted
as an agent in obtaining headstones, at considerable savings, for Veterans&amp;rsquo;
graves in the Field of Honour. Mr. Burchnall&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;also
served on a committee to construct a new community cenotaph, undertaking much
of the manual work.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;Mr.
Burchnall continues to assist with twilight candlelight tributes at the local cemetery
and takes part in Decoration Day ceremonies by placing flags on Veterans&amp;rsquo;
graves at dawn. He has been honoured with a Royal Canadian Legion Life
Membership and the prestigious Meritorious Service Medal.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;The
Minister of Veterans Affairs Commendation includes a bar, which can be worn
below official decorations on a Veteran&amp;rsquo;s blazer, as well as a lapel pin for
civilian wear and a certificate.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;"&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;"&gt;The
Commendation is presented to individuals who have contributed to the care and
well-being of Veterans and to the remembrance of their contributions,
sacrifices and achievements. It is intended primarily for Veterans, but in some
circumstances may also be awarded to non-Veterans. Nominations may be submitted
at any time and are reviewed annually by an advisory committee.&lt;/span&gt;&lt;/p&gt;

&lt;div&gt;&amp;ldquo;Today, we remember the more than 650,000 brave Canadians who served&lt;/div&gt;

&lt;div&gt;Over the last 30 years, the Encounters with Canada program has helped&lt;/div&gt;
&lt;div&gt;more than 89,000 young Canadians learn about themselves and their&lt;/div&gt;
&lt;div&gt;country, through a week of citizenship and leadership activities. 
During&lt;/div&gt;
&lt;div&gt;the commemorative ceremony, the students presented their original&lt;/div&gt;
&lt;div&gt;reflections on the Battle of Vimy Ridge. The significance of the&lt;/div&gt;
&lt;div&gt;occasion was also marked by the release of 95 doves.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;It was 95 years ago on Easter Monday, in 1917, that the four 
divisions&lt;/div&gt;
&lt;div&gt;of the Canadian Corps, fighting side-by-side for the first time,&lt;/div&gt;
&lt;div&gt;captured Vimy Ridge. By the fourth day, April 12, Canadians 
controlled&lt;/div&gt;
&lt;div&gt;the entire ridge. The victory at Vimy was not without a price. There&lt;/div&gt;
&lt;div&gt;were more than 10,600 casualties. Of those, approximately 3,600 gave&lt;/div&gt;
&lt;div&gt;their lives.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;

and the Airborne Regiment Association of Canada (ARAC), wish to address the recent
media coverage that has been published or aired regarding the disbandment of
the Canadian Airborne Regiment (CAR) in 1995.&lt;span&gt;&amp;nbsp;
&lt;/span&gt;That event was a shoddy, politically expedient affair and caused a great
deal of pain throughout the Airborne world and indeed for the Canadian Army as
a whole.&lt;span&gt;&amp;nbsp; &lt;/span&gt;It is our belief that the
entire story should be brought to the attention of all Canadians and their
political leaders.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align:justify;"&gt;&lt;span style="font-size:14pt;font-family:Arial, sans-serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align:justify;"&gt;&lt;span style="font-size:14pt;font-family:Arial, sans-serif;color:gray;"&gt;The Airborne Community at large has reacted
strongly since Sunmedia&amp;rsquo;s story first broke in end-May 2011.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Given that recent media coverage and the
imminent analysis of the Canadian Army&amp;rsquo;s structure post the Afghanistan
mission, it is timely to consider the re-establishment of the Canadian Airborne
Regiment.&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align:justify;"&gt;&lt;span style="font-size:14pt;font-family:Arial, sans-serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="text-align:justify;"&gt;&lt;span style="font-size:14pt;font-family:Arial, sans-serif;color:gray;"&gt;The attached position paper, &amp;ldquo;Righting A Wrong&amp;rdquo;,
has been developed to fairly and accurately reflect the issues surrounding the
disbandment of the CAR and to provide you with more detail of what actually
transpired, the timeline of events leading to the disbandment and why. &lt;span&gt;&amp;nbsp;&lt;/span&gt;This paper has been approved by the presidents
of both CAFA and ARAC and has been accepted by both associations as their joint
position on this matter.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Consequently,
the paper represents the views of the Airborne Community at large as well as

knew, or fully understood, the complete story of the Regiment&amp;rsquo;s

the Regiment primarily with the &amp;ldquo;horrific&amp;rdquo; news stories of the time surrounding
the deaths of the two Somalis at the hands of a few soldiers.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Those were terrible and tragic events &amp;ndash; but
should not have led to the disbandment of the Regiment.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Most certainly it should not have led to the
perception that the Regiment was disbanded in disgrace. &lt;/span&gt;&lt;/p&gt;

launched a two-day, fact-finding visit to New Brunswick this morning when he
and Rodney Weston, Member of Parliament for Saint John, met with staff at the
Saint John District Office of Veterans Affairs&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Canada.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

pair of routine home visits with Veterans in the Saint John area.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;● introduce a new monthly $1,000 supplement to the Permanent Impairment
Allowance-also payable for life-to help our most seriously injured or ill
Veterans who are unable to be suitably, gainfully employed; and &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;● provide flexible payment options for receiving a disability award.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Also, by amending regulations which govern the New Veterans Charter, the
Government will establish a minimum pre-tax income of $40,000 a year for all
ill and injured Veterans in the rehabilitation program or, if they are unable
to be suitably and gainfully employed again, until age 65.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Improving access to the Permanent Impairment Allowance and the Exceptional
Incapacity Allowance: When the New Veterans Charter was implemented in 2006, it
resulted in some unforeseen gaps between the new charter and the Pension Act,
which had previously served all Veterans. As a result, a number of severely injured
Veterans found themselves ineligible for either the new Permanent Impairment
Allowance under the New Veterans Charter or the Exceptional Incapacity
Allowance under the Pension Act.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;By correcting these eligibility barriers between the two systems, it is expected
that as many as 3,500 Veterans will now qualify for either the Permanent
Impairment Allowance or the Exceptional Incapacity Allowance over the next five
years.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Introducing a monthly $1,000 supplement for permanently and severely injured
Veterans:&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Severely injured Veterans who are receiving the Permanent Impairment Allowance
and are unable to be suitably, gainfully employed will receive an additional
$1,000 per month for the rest of their lives. This would be added to other
financial supports they may receive, such as the minimum, pre-tax income of
$40,000 a year available through the Earnings Loss benefit. It is anticipated
that approximately 500 Veterans will benefit from this change over the next

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Providing payment options for the Disability Award: The tax-free
Disability Award is currently a one-time payment designed solely to recognize
and compensate for the non-economic impact (the pain and suffering) of an
injury or illness. It is in addition to other financial supports (such as the
monthly Earnings Loss benefit and the Permanent Impairment Allowance) which
recognize the ongoing economic impact of an injury. Under this change to the
New Veterans Charter, CF members and Veterans will have new payment options for
receiving their disability award. These options are: &lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;● equal annual payments spread out over the number of years of their
choice (with interest);&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

over any number of years (with interest); or&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;● a single lump-sum payment.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Veterans will also have the option-at any time-to receive the balance of
their disability award in a final lump-sum payment.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p class="MsoNormal" style="margin-bottom:0.0001pt;line-height:normal;"&gt;&lt;strong&gt;&lt;span style="font-size:12pt;font-family:'Times New Roman', serif;color:gray;"&gt;Introducing a minimum annual Earnings Loss benefit: In addition to the
legislated changes outlined above, the regulations which govern the New
Veterans Charter are being amended to include a minimum annual, pre-tax income
of $40,000 for recipients of the monthly Earnings Loss benefit. This
enhancement should, over the next five years, increase the monthly financial
support available to approximately 2,300 Veterans who either left the Canadian
Forces while still at a low military rank or when military salaries were much
lower than they are today.&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

A group of young people were participating in a winter camp experience. They came from many places. From the reaches of the far north and unto the southern States. Many may have come for the winter activities such as skiing and snow boarding and all that entails, but God had other plans.&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:12pt 0cm;background:white;"&gt;&lt;span style="font-family:'Tahoma','sans-serif';color:#333333;font-size:8.5pt;"&gt;&lt;strong&gt;On the third night, (February, 5&lt;sup&gt;th&lt;/sup&gt;, 2011) God met with these young people in a very special way which can only be described as being Super Natural.&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:12pt 0cm;background:white;"&gt;&lt;span style="font-family:'Tahoma','sans-serif';color:#333333;font-size:8.5pt;"&gt;&lt;strong&gt;After the preaching was finished, there was such a liberation in the young people that has never been seen before. A shout went up, which must have lasted for two or more hours. It would move from one to another, and as It did, one could literally see their inhibitions simply falling away. There was dancing in the Spirit, they were crying and praying for one another without shame. This was not simply an emotional outcry, but it was a result of the Word of God striking their souls.&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:12pt 0cm;background:white;"&gt;&lt;span style="font-family:'Tahoma','sans-serif';color:#333333;font-size:8.5pt;"&gt;&lt;strong&gt;I suspect those who were caught in the &amp;quot;upper room&amp;quot; on the day of Pentecost must have experienced a similar phenomena as God imparted a portion of Himself upon each one of them in the form of a lick of Fire.&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:12pt 0cm;background:white;"&gt;&lt;span style="font-family:'Tahoma','sans-serif';color:#333333;font-size:8.5pt;"&gt;&lt;strong&gt;Seasoned men of God, who were in attendance later commented, that none of them had ever witnessed such a remarkable move of God. This undoubtedly is in direct response to the many prayers which have gone up to the Throne of Grace on their behalf.&amp;nbsp;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:12pt 0cm;background:white;"&gt;&lt;span style="font-family:'Tahoma','sans-serif';color:#333333;font-size:8.5pt;"&gt;&lt;strong&gt;Could this may be the ignition of the Bride&amp;#39;s Revival which is promised to sweep Her into the coming Rapture? He locks in on the target 35 yards away, draws back his throwing arm and throws a perfect spiral downfield. The receiver reaches out both hands and catches the ball, pulls it in tightly up against his body and begins the run towards the end zone. He crosses the goal line and spikes the ball into the ground in celebration. &lt;em&gt;It&amp;#39;s a classic moment of triumph.&lt;span&gt; &lt;br /&gt;&lt;br /&gt;But what if he turns to look back towards the quarterback and realizes that there were no opponents on the field?&lt;/span&gt;&lt;/em&gt; No defenders trying to sack the quarterback. No defenders trying to intercept the pass. No defenders trying to take down the receiver in his run downfield. Yes, a senator.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;He&amp;#39;s a tiger when it comes to the military, particularly when it comes to the matter of how Canada&amp;#39;s Veterans are being dealt with by Veterans Affairs Canada.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;Of strong concern to Senator Kenny is the treatment of our military who have been/are being injured in Afghanistan.&amp;nbsp; The treatment?&amp;nbsp; Not good at all as the national print media have been digging out the facts in the past few weeks.&amp;nbsp; The Senator is particularly concerned with the inequitable treatment of Reservists who are injured.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;And so he should be.&amp;nbsp;&amp;nbsp; And so am I. Why? I was the first Chief of Reserves way back in 1978 to 1981.&amp;nbsp;&amp;nbsp; As an Air Force general, combat fighter pilot from the Second World War, I found myself responsible for advising the CDS, the Chief of the Defence Staff, on all matters relating to the militia, the naval reserves and the air reserves.&amp;nbsp;&amp;nbsp; Back in those days the Reserves were hardly given the time of day by the Regulars.&amp;nbsp; I started the decade&amp;rsquo;s long push to change that attitude.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;The Reservists now fill close to one third of the Canadian force in Afghanistan. They suffer death and tough injuries shoulder to shoulder with their Regular colleagues.&amp;nbsp; But when it comes to compensation awards for the injuries the Reservists suffer--some of these are lifetime debilitating in the extreme--guess what?&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;The grand Veterans Affairs Canada (VAC) ministry all comfortable down there in their cloistered headquarters in Charlottetown, PEI, will only give the Reservist a measly 40% of the compensation awarded to Regulars!&amp;nbsp; Only 40%.&amp;nbsp; That demeaning treatment by Veterans Affairs is disgraceful.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;There must be a fundamental reason for the attitudinal indifference of Veterans Affairs to the Regulars and in particular to the Reservists.&amp;nbsp; The reason goes this way.&amp;nbsp; In my experience with Veterans Affairs in organizing the huge cross-Canada and in Normandy celebrations for the 2004 60th Anniversary of D-Day 6 June 1944 (I was chair of the VAC sponsored organizing committee) there are no Veterans in Veterans Affairs!&amp;nbsp; There may be the odd one in the 1,300 VAC employees at Charlottetown, but in the management group I never discovered a singe one.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;Never.&amp;nbsp;&amp;nbsp; Instead, VAC clearly has a many decades culture of the sequestered bureaucracy well away from the mainstream of government.&amp;nbsp;&amp;nbsp; It is a society unto itself with Veterans as clients but none inside the bureaucratic fort.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;No wonder the Minister of Veterans Affairs (no military experience, nor does his woman deputy) recently admitted that VAC wasn&amp;#39;t ready for the Veterans from Afghanistan.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;Can I take the non-Veteran VAC point event further?&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:14pt;"&gt;If I want to object/complain about a decision by VAC against me as a Veteran (I do), I can only take my complaint to the Veterans Review and Appeal Board.&amp;nbsp; Where is the Board based? Charlottetown, of course.&amp;nbsp;&amp;nbsp;&amp;nbsp; How many Board members are appointed including the Chair? Twenty-three. How many have military experience? Four! the Canadian News Service released the casualty statistics for Afghanistan for the year of 2010. During this period of time, 331 Canadians sustained non-battle injuries, the highest annual toll of the mission to date. 86 were wounded in action, blessedly, significantly down from the 124 WIAs of 2009. Two died by non-action conditions, testimony of the danger that always lurks in Afghanistan. 14, tragically, were KIA, the profoundly sad military acronym for killed in action. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;These numbers are disturbing, particularly when one considers the amount of casualties Canada has sustained since the Afghanistan mission began and the context of Minister Blackburn&amp;rsquo;s litany of as yet unfulfilled promises in response to Veterans Ombudsman Pat Stogran&amp;rsquo;s press conference on August 17&lt;sup&gt;th&lt;/sup&gt;. 1244 Canadians have been injured under non-battle circumstances. These include traffic accidents, accidental weapons discharges, illness or repatriation for medical or compassionate reasons. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;615 valiant Canadians have been Wounded in Action, injuries incurred from IEDS, mines, rockets and direct contact with the enemy. Those who have been wounded in friendly fire incidents during combat ops and those who have suffered severe psychological trauma as a consequence are also included in this equation. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;18 Canadians have been killed in Afghanistan in what is noted as Deaths. These are the non-combat casualties. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;136 have been killed in action by the end of the reporting period, December, 2010.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;Lest we forget! &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;The dead. And, considering the acknowledged state of disconnect at the Veterans Affairs ministry, the living, incredibly patriotic Canadians who have paid the price or war in Afghanistan on Canada&amp;rsquo;s behalf with great sacrifice, blood and treasure. During the fall of 2010, Minister Blackburn informed Canadians that thousands of veterans are and have been living in substandard conditions. 2000 disabled veterans desperately require the $40,000 minimum annual salary, hundreds, perhaps thousands, will be accorded the $1000 Catastrophic Injury Award. He would speak of 3500 veterans, many who have been DENIED the ELB, with promises of re evaluation under new criteria. Yet regardless of the urgency, regardless of the need for immediate help these veterans NOW, the bill was not pushed forward prior to parliaments extended vacation from the House of Commons. Colonel Stogran righteously noted that none of these awards were retro-active, accordingly, every month of delay saves the government hundreds of thousands of dollars while concurrently depriving seriously injured Canadian veterans and their families the quality of life they have earned in blood. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;Lest we forget!&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;The numbers! Collectively, Afghanistan WIAs-NBIs accounted for 1859 casualties to the end of 2010. Surely not all are the 2000 privates/corporals the 40000 dollar minimum annual salary proposal was created to assist? And how could have 3500 veterans be eligible for the ELB program when less then nineteen hundred have been officially wounded? I understand the potential for post mission issues such as PTSD and diligently champion support, but there are varying degrees of OSI, PTSD and not all levels result in permanent disabilities or an incapability to maintain a job and a, with support, good quality of life. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;There are other aspects of Minister Blackburn&amp;#39;s proposals deserving of scrutiny. The Earnings Loss Benefit, as often boasted by the government, replaces up to 75% of the disabled soldiers wages. BUT&amp;hellip; The Manulife SISIP LTD policy already makes up to 75% of the soldiers wages, or will until Minister Blackburn&amp;rsquo;s proposed ELB legislation, should it pass, take effect . At this point of time, Manulife simply deducts the amount of the ELB, the PIA and/or the $40,000 wage minimum from the LTD payments they pay to the disabled soldier. This is tragic on several levels, foremost being the veteran is not really accorded any new source of income through this policy. 75 percent is 75 percent, because the burden of responsibility for the 75% thresh hold has simply been removed from the insurance company, to which the soldiers contributed all his career, and placed it squarely onto the taxpayer still results in the 75% payment. Fiscally conscious Canadians might question just why our soldiers are ordered to contribute into Manulife&amp;rsquo;s LTD insurance policy when the prospect of receiving compensation after a serious injury overseas has been negated by Minister Blackburn&amp;rsquo;s legislation. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;Why is the taxpayer financially sponsoring, at great expense, a program that the members of the forces contributed thousands of dollars throughout their career to provide? &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="line-height:normal;margin:0cm 0cm 10pt;"&gt;&lt;span style="font-family:'Times New Roman','serif';font-size:12pt;"&gt;There was a time when conservatives, particularly during tough economic times, would have rallied to protect the taxpayers&amp;rsquo; dollar from such waste instead of saving a non-governmental insurance company millions upon millions of dollars. This week of ceremonies is set aside for Canada to acknowledge its Veterans who have given the ultimate sacrifice to ensure the freedom of our Country. The Government of Canada needs to take care of their widows and children. It must also take care of its disabled Veterans and their Families. Stop these cost cutting measures! Terminate the lump-sum payments to our disabled Veterans. Award our Veterans a monthly tax free disability income and provide proper medical care to them and their Families. It needs unadulterated inclusiveness of all. Was that done? That in itself seems reasonable but you must understand, if the soldier dies before it is all collected, it does not get dispersed and the family gets nothing. With the old monthly payment, the family continued to receive 50% of the monthly payment for the rest of their life.&amp;quot;&lt;/strong&gt;&lt;/font&gt;&lt;/font&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0cm 0cm 10pt;"&gt;&lt;strong&gt;&lt;span&gt;&lt;font size="3"&gt;&lt;font face="Calibri"&gt;&amp;quot;The Conservative government tells everyone that a soldier or veteran will receive a minimum of $40,000 per year. That&amp;#39;s not the government paying them; it&amp;#39;s the 75% from Manulife under the Long Term Disability SISIP. If a soldier or veteran does not take rehab training or prove they are not able to work, that payment is discontinued. &amp;nbsp;At 65, the Manulife insurance ends, leaving the veteran with Canada Pension Plan and Old Age Security.&amp;quot;&lt;/font&gt;&lt;/font&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0cm 0cm 10pt;"&gt;&lt;strong&gt;&lt;span&gt;&lt;font face="Calibri" size="3"&gt;&amp;quot;The $58,000 for severely injured soldiers is another spin. What most don&amp;#39;t realize is that it will not become law until it passes the Senate and then, if it does pass, will only be for soldiers injured in &amp;quot;battle&amp;quot;. &amp;nbsp;Our troops will cease to be in &amp;quot;battle&amp;quot; in July 2011, the same time this wonderful legislation is to begin. The catch is a soldier will be &amp;quot;training only&amp;quot; so the clause of injured in battle will never fit the scenario. Therefore, a soldier will NEVER qualify for the $58,000 because they were training, not in battle.
